2025 Award Recipients

Rosa Inchausti is the City Manager for the City of Tempe, appointed in June 2023. She holds the historic distinction of being the first woman to serve in this role in Tempe’s history.

Rosa has worked at the City of Tempe for over 32 years, and prior to becoming City Manager she served as the Chief Deputy City Manager, overseeing the areas of Economic Development, Community Health and Human Services, Community Development, Information Technology, and Strategic Management and Innovation.

Over her career, Rosa achieved many milestones including authoring the City’s diversity guidelines, working with City Council to pass the state’s first city-chartered Anti-Discrimination Ordinance, crafting the Council Priorities system, pioneering the use of wastewater science during COVID-19, leading the city to achieve Bloomberg Platinum Certification, and implementing the city’s Real Time Operations Center.

Rosa holds a bachelor’s degree from Loyola Marymount University and a master’s degree from Northern Arizona University.

Rosa has two daughters, two sons-in-law, one grandson, and another grandbaby on the way. She enjoys running, traveling, and spending time with her family.

 

Lisa Garcia is a seasoned local government professional with nearly 30 years of service to the Town of Florence, Arizona. As Deputy Town Manager and Town Clerk, she has dedicated her career to building a transparent, responsive, and community-focused government. Her leadership is grounded in a deep understanding of municipal operations and a strong belief in the power of civic engagement.

Lisa has guided Florence through council transitions, strategic planning, and public outreach initiatives—all while ensuring that meetings, records, and policies reflect the highest standards of integrity and accessibility.

A passionate advocate for leadership development, Lisa established both the Florence Leadership Academy and the Florence Teen Symposium. These programs are designed to educate and inspire residents and youth to become active, informed participants in local government. She believes leadership begins with knowledge and that every individual has the capacity to shape their community.

Lisa has been a Member of the Arizona Municipal Clerks Association, serving on both committees and ascending to all leadership roles in the association. Lisa is also a dedicated member of the International Institute of Municipal Clerks (IIMC), where she served as Region VIII Director before being elected to the Executive Committee. She held the office of IIMC President from 2024 to 2025, working globally to elevate the municipal clerk profession and emphasize the essential role clerks play in democratic governance and community trust.

Lisa holds a Bachelor’s degree in Public Administration from the University of Phoenix and holds a Certificate in Policy and Management from the University of Arizona. She leads with humility, vision, and a deep commitment to public service.

 

Matthew Gurney has served the City of Bisbee since 2010, beginning his career as a Refuse Driver before moving to the Streets Department and advancing to Operations Manager. In 2021, with the trust and support of City Manager Stephen Pauken, Matthew was promoted to Public Works Director, where he oversees critical services, infrastructure projects, budgeting, policy development, and public engagement.

He has played a key role in major initiatives including the revitalization of Camp Naco, a historic Buffalo Soldier site listed among America’s 11 Most Endangered Historic Places. Matthew also assisted in contractor selections and served as the city’s representative during the rebuilding of Bisbee’s City Hall after its 2017 fire.

Matthew is proud to work alongside a dedicated Public Works team and community partners to build a stronger department culture and enhance service to Bisbee residents.

 

Shannon Anderson is the Senior Deputy City Manager for the City of Flagstaff. As a Senior Deputy City Manager, she works directly with Police, Fire, Water Services, Parks, Recreation, Open Space & Events, and Public Works.

She has had the privilege of working with Team Flagstaff since 2006. Her education and background as a Human Resources professional has been instrumental in working as a member of the City Manager's office.

She values the opportunity to serve the community while collaborating with the high-performing team at the City of Flagstaff.
